Records Request Shows Planned Parenthood Grant Can Fund Abortion Directly
Right to Life of Central California initiated a records request to the City of Fresno for more information regarding a $1 million grant that the City Council agreed on September 1 to pass on to the Planned Parenthood clinic on Fulton Street. The documents reveal that the city placed essentially no limitations on how Planned Parenthood spends the money, and that the city is exercising no oversight for how it is spent.
The most significant document produced by the City, a “Subrecipient Agreement,” broadly states that the grant funding can be used for “Reproductive Health for the Central Valley and for health center renovations.” This terminology is so broad that it could be used for almost anything Planned Parenthood does, including abortion, which clearly fits within California’s definition of “reproductive health.” Thus, this money can go to fund abortion drugs, procedures, providers, medical staff assisting with abortions, and more.
The money also will have no oversight from the City. The subrecipient agreement contains no requirements for an annual report or audit of expenditures, no submitting of receipts or contracts, or any other reporting mechanism. The City agreed to pass the money to Planned Parenthood within 30 days of receiving it from the state.
